Purpose

The HARP Advisory Board exists to support and advise the City of Edgewater on matters related to History, Arts, Recreation, and Parks, ensuring these elements are preserved, celebrated, and advanced in ways that serve the community and reflect Edgewater's character.

These Guiding principles help the Board evaluate incoming requests, stay aligned with its duties as defined in the municipal code and bylaws, and remain grounded in HARP's foundational pillars.

Core Pillars & Guiding Focus Areas

1. History

• Recognize and preserve Edgewater's historical assets and stories.
• Support efforts that protect historic sites, documents, photos, and memorabilia.
• Encourage programs that educate the public about the city's history.

2. Arts

• Promote creative expression and cultural enrichment through visual, performing, and literary arts.
• Support public art, arts education, artist engagement, and community art experiences.
• Ensure access to artistic opportunities for diverse residents

3. Recreation

• Foster physical and social well-being through recreation programming and spaces.
• Encourage inclusive, accessible, and active community engagement. 
• Strengthen partnerships and community participation in events or activities.

4. Parks

• Advocate for well-maintained, modern, and sustainable park systems.
• Support green spaces that promote health, connection, and environmental stewardship.
• Review and support long-term plans for park infrastructure and amenities.

Decision-Making Lens

When assessing a request or idea, the Board should ask:

1.  Does this clearly relate to at least one HARP pillar?
2. Is this within our advisory role as described in the municipal code?
3. Would this contribute to the preservations, education, experience, or quality of life in Edgewater?
4. Is this inclusive and representative of Edgewater's diverse community?

If the answer is yes to these questions, the proposal likely falls within HARP's scope. If not, the Board may refer the requester to more appropriate board or department.
